It is easy to believe that someone who sends you an email, calls you on the phone or sends you a fax is the individual who they say they are, but the fact is you can be easily deceived by these indicia of identity that can be easily misused. When dealing with someone who is far away (in another country or state) you must take steps to verify that person’s identity. For a foreigner the easiest way to make sure you know whom you are dealing with is to have them execute an affidavit or acknowledged letter with a copy of their personal identification document in front of a U.S. consular officer and obtain a return postal address. Even then, these kinds of documents may be faked by someone who is trying to lure you into a sense of complacent behavior.
